I realise you have got visitors from Hong Kong, but I am somewhat disappointed that you cannot find a few minutes to see me to discuss the current situation.

I think you are familiar with my views on the position. I am alarmed that the indications you gave me some weeks ago, particularly over the sovreignty issue, do not appear to have materialised as Her Majesty's Government's position during the discussions.

Having made these points privately to you as well as to the Prime Minister and to Geoffrey Howe, I have now written to the Prime Minister with my views on how things stand at present, and will be making this letter public within 24 hours.
