Mr Adley wrote to the Secretary of State on 19 Decmeber, commenting inter alia on points contained in the Secretary of State's letter to him of 14 December.
2. I submit a draft reply to Mr Adley. I have deliberately kept the draft short on the assumption that the Secretary of State will not wish unduly to prolong this correspondence.
