1. Mr Luce has now spoken further to Sir Philip Goodhart MP about his proposal to divert investment in Hong Kong infra- structure into a 'resettlement fund'. The situation following this conversation is if anything slightly worse than after their first talk (my minute of 15 November). Sir Philip Goodhart is intent on promoting his claim and seems unable to see the impact that his proposals could have on confidence in the Colony.
2. Our one hope now must be that Ossie Cheung, on whose support he is evidently relying to carry his ideas forward, will send a suitably discouraging reply. I gather you have already spoken to the Governor about this. Mr Luce would like to be kept closely posted, please.
