Appropriate policies should be implemented to effect a more reasonable distribution of Hong Kong's social resources.

Social welfare services should be actively developed.

The existing medical system should be reformed with a view to increasing facilities and improving the quality of medical services.

A comprehensive social security program should be established.

More reasonable labour laws should be enacted. Development of trade unions and labour participation in enterprise

management should be encouraged.

Home ownership for every household should be realized through appropriate housing

policies.

Chinese should become the official

language. Because of the status of Hong Kong as an international trade and financial centre, English would retain its legal status and would be used in public affairs.

Chinese should become the major teaching medium of education. The education system should be reformed to meet Hong Kong's needs as a special administrative region.

Acadamic exchanges between local and Chinese educational institutions should be

encouraged. Local universities and

post-secondary colleges would be open to

students from China and Hong Kong students

should be encouraged to pursue further studies in China.
