Thank you for your letter of 30 June and for the

copy of your Ming Pao article, which I read with

interest.

Your prediction of the likely reaction in Hong

Kong to the Prime Minister's visit was in line with ours

and we made every effort to damp down expectations that an immediate agreement would emerge. We have continued to emphasise that we do not expect any

overnight solutions and that the talks will take time.

As you know, a second phase of the talks with the

PRC began in Peking on 12 July. The Governor of Hong

Kong is attending as part of the British delegation.

I did indeed see the Governor and the Unofficial

members of Hong Kong's Executive Council on Monday. We had a most useful discussion and I was impressed by their sensible and realistic approach. I am sure that

it is very important to keep in the closest touch with

them.
