In the case of Hong Kong there is a common Sino-British aim. We are agreed on the need to maintain Hong Kong's stability and prosperity and this is the basis of the talks which resulted from the Prime Minister's visit to Peking last September. There is therefore no question of confrontation with China. I am sure that the best course in the interests of Her Majesty's Government and. the people of Hong Kong is to seek a satisfactory settlement through the negotiations.

I am returning Mr Levick's letter to you.
