I was visited recently by my constituent Mr S T Chau of 25 Penrith Way, Cumberland Park, Aylesbury. I did in fact correspond with John Belstead, who wrote to me on 17 September last year when he was dealing with Hong Kong. Mr Chau wrote to me again in February this year and I enclose a copy of his letter from that time.

When he came to see me a few days ago Mr Chau first of all said he was intending to return to Hong Kong and said he would like to become a member of the Executive or Legislative Council! I said that that was hardly on. On the other hand he strikes me as being a rather intelligent if awkward person and I think he may genuinely mean to be active in Hong Kong politics. Mr Chau wanted to have a talk to a Minister, which I did not encourage. I did think however that it might be worth his talking to, say, the political adviser still is one - when he gets to Hong Kong and I wonder whether you would be happy if I were to put this to him.
