Dear Prime Minister,

Hong Kong Action Group 1997

26th August, 1982

We are writing because we know that you are going to Peking next month to discuss Hong Kong's future with the Chinese Government. We take this opportunity to express some of our views which have been totally ignored and suppressed by the Hong Kong Government.

Objective

We strongly believe that it is not too late to gain political freedom in Hong Kong: namely, by giving us the chance to select our own Government freely and demo- cratically, thus, determining Hong Kong's future beyond 1997. We have long realised that to achieve total independance it is virtually impossible, nevertheless, we deserve the right to choose our own representative (just as those in the Falkland and Gibraltar).

Hong Kong Government

Discrimination is common practice in Hong Kong, in fact, the Hong Kong Government deliberately recruits many expatriates even for jobs which can easily be filled by local Chinese. Surely this is the crux to the corruption problem within Hong Kong, especially within the police force.

They claim to act in the interest of the people yet they are a mockery to democracy and they give the British people a very bad name. They remain our main obstacle (for the time being) - not the Peking Government.

China

It is as clear as crystal to us that since 1968 China had intentions to take Hong Kong back but in order to maintain its prosperity thay have no choice but to allow a state of autonomy. Trusting our instinct for survival, we would choose a Government that will be acceptable to Peking. Besides, I am sure the Chinese Government would much prefer to deal with Chinese.

IF WE DO NOT ACHIEVE POLITICAL FREEDOM NOW, AND SOON, WE MAY LOSE IT FOREVER.

What will become of Hong Kong then? A similar situation to Macao? To be con- rolled by supposed pro China business men but in essence a group who are ruthless and selfish. Indeed, that will be the darkest moment for Hong Kong, then even the Hong Kong Government would be more preferable though we do not trust them.

Incidentally, we must congratulate your choice of Sir Edward Youde as the Governor of Hong Kong the first ever to speak Chinese, we only wish that this could have happended earlier.
