BACKGROUND

Mr S T Chau is Chairman of the 1997 Action Group, an

organisation formed by ex-Hong Kong Chinese now living in the

United Kingdom. Though small, with a membership of only

about 40, the group has been fairly vocal in making its views

on the future of Hong Kong known to Ministers and to the Hong Kong Government.

As he states in his letter, Mr Raison wrote to Lord Belstead in September 1982 after receiving a copy of a

letter that Mr Chau had written to the Prime Minister before her

visit to China and Hong Kong. Lord Belstead replied with some points refuting Mr Chau's wilder allegations.

5.

The Secretary of the group, Mr Alfred Chan, visited

Hong Kong in February 1983. He tried to make appointments to see a number of senior officials of the Hong Kong Government and Sir S Y Chung, the Senior Unofficial member of the Executive Council. None of these was available to see him personally, much to Mr Chan's publicly-stated disgust. He did however see the 'duty' members of the UMELCO office (Mr F W Li and

Dr Henrietta Ip) and various social activists, including
