I have been considering carefully the state of our talks with the Chinese on the future of Hong Kong in relation to the formation of the new Government after the election on June 9 and given further thought to the question of Ministerial visits.

We must continue to try to make progress through the diplomatic talks and I have every confidence in Percy Cradock as our negotiator. From Peking Telno 517 of June 3 there is a chance that we may actually start substantive talks soon. If the Chinese appoint someone in authority to conduct the talks we may at last have got the show on the road. If so, and I go to Peking, that will help confidence here: and it may be that Hong Kong's encouraging export performance will lead to an improvement in the dollar rate.

That is the bright scenario. The other equally likely scenario is that we shall find Vice Minister Yao Guang in the chair and the Chinese declining to discuss any continuation of British administration.
