FUTURE OF HONG KONG: BRIEFING FOR MR HEATH BEFORE HIS VISIT TO CHINA: 11.00 AM ON 15 AUGUST 1983

Mr Heath will arrive in Peking on 30 August at the start of a two week visit to China and Hong Kong. The Prime Minister has agreed that Mr Heath be given a briefing on our talks with the Chinese on the future of Hong Kong and arrangements have accordingly been made for you and Sir P Cradock to brief him at 11.00 am on 15 August at 17 Wilton Street, SW1.

I submit draft Points to Make for use at the briefing with some separate Points to Make on which Mr Heath might like to draw on in his talks with Chinese leaders, (He is very likely to be seen by Deng Xiaoping with whom he discussed Hong Kong during his last visit in April 1982). These take into account the views of both IMA Peking and the Governor, Hong Kong,
