2. Time, particularly in Bonn in view of the need for interpretation, will be short. It is for the Dutch and Germans, strictly speaking, to propose an agenda. But the latter have said they would welcome our views on topics for discussion. I expect the Prime Minister will wish to concentrate with both Mr Lubbers and Dr Kohl on security and defence policy (in particular INF) and Community issues. I should, however, be grateful for views by 24 August on these and other high priority topics (eg, Middle East, Southern Africa, Central America) which we might recommend the Prime Minister aim to cover with Mr Lubbers or Dr Kohl, or with both. Nil returns not required.
