MINISTERIAL MEETING ON FOREIGN POLICY, CHEVENING ON 12-13 DECEMBER

1. In preparation for the Ministerial meeting at Chevening on 12 and 13 December, Planning Staff have been asked to update and amend the attached paper on Britain's global interests and priorities which was originally drafted for earlier Ministerial discussions in September.

2. I would be grateful if you and other recipients of this minute could arrange for brief draft contributions (ie no more than 2 paragraphs) to be produced as follows:-

Soviet Department: handling the Soviet Union; implications of Andropov's illness.

NENAD/MED: short and medium term problems and prospects for situation in Lebanon, Arab/Israeli dispute and Gulf War.

Defence Dept: developments since September on INF deployment and START. Prospects for agreements in American election year and with Andropov ill.

SED: update on Cyprus; outlook.

ECD(I)/ECD (E) : immediate and medium-term objectives, problems and opportunities.

HKD: update on negotiations. Outlook.

FID:

Falklands post-Argentinian election. Short and medium term objectives.

It would be helpful if contributions could reach me by noon on Monday 21 November.
