The 'Points to Make' include a line on Lord Shawcross'

concept of 'internationalising' Hong Kong's Executive Council

within the context of Hong Kong as an autonomous region of

China.

3.

The Secretary of State may wish to refer also to Lord

Shawcross' call on Mr Luce on 7 September, and to Lord Shawcross'

letter in the Times on 23 September.
