Spanish Foreign Minister unyielding on need for quid pro quo for lifting restrictions. Meet again in December. Difference of emphasis remains terms of reference need to be pinned

down - officials working on this.

b)

Afghanistan

Pakistani Foreign Minister grateful for support.

Stressed

need to keep up pressure on Russians. Still difficult to assess Russian intentions about withdrawal.

c) Hong Kong

Chinese Foreign Minister no give

no willingness to

make gesture to improve confidence in absence of change in our position.

Australian Foreign Minister brought up to date on our

thinking.

d)

Mexico/Central America

Mexican Foreign Minister encouraging about Mexican economy. On Central America things moving in right direction but armed conflict could not be excluded. Urged UK and Community

to influence US towards confidence-building approach.
