1. The sixth round in the second, more detailed phase of confidential Sino-British talks was held in Peking on 14/15

November. It was described by both sides as "useful and constructive". The next round will be held on 7/8 December, again in

Peking.

2. The November round was more difficult than the last (19/20

October). The Chinese restated their position on principles. are signs that they see progress in the talks in terms of agreement on principles rather than discussion of detailed measures to ensure Hong Kong's stability and prosperity. We stressed the need to

tackle detail if:

(a) long-term confidence and continuity in Hong Kong is to be

sustained;

(b) Parliament is to reach a considered view of the Chinese

proposals for Hong Kong as Special Administrative Region of

China.

Our present strategy is to draw the Chinese out on their

proposals without prejudice to our own position or to any final

agreement.
