POINTS TO MAKE (DEFENSIVE)

1. We have been keeping you informed. All very confidential,

Meanwhile important for all concerned that nothing is said or done

to damage confidence in Hong Kong. Premier Zhao's anodyne reference

to Hong Kong in early June at 6th National People's Congress may

reflect China's realisation of the need for confidence.

6. Willing to consider any solution that is acceptable to people

of Hong Kong and to Parliament.
