Mr Burrows is already, I think, doing some separate work on Crown Land Leases. This needs to be dealt with separately from the work for the negotiating dossier.

The revised annexes should include available statistics (eg on citizenship, trade) to enable us to discuss the issues with other Whitehall departments. That discussion in turn will produce refined versions for the use of our negotiators.

I think it would be useful for all of us to get round a table to have some initial discussion of all this. I should be grateful, therefore, if you could come to a meeting in my office. Miss Machin will ring to agree a time.
