I minuted on this yesterday.
I subsequently saw Alex Schaub, Thorn's Deputy Chef de Cabinet who accompanied him to Peking, and went over the same ground. Schaub said that Thorn had gone to great lengths to avoid revealing details of what had been said to him on Hong Kong. He had also given strict instructions to his spokesman to refuse to answer any questions. I said that nonetheless it was a pity that the record had been given such a wide distribution in the Commission. Schaub said that it had gone only to those dealing with China, who were aware of the need for discretion. He would see that they were reminded of it. He was confident that there would be no leak.
3. Again I have reported this to the Department. I gather that they may recommend that the Secretary of State raise. the matter with Thorn.
