CHOGM: BRIEFING MATERIAL ON MALAYSIA

1.

I attach a copy of the text of a speech made on 15 November in Kuala Lumpur by the Malaysian Foreign Minister Tan Sri Ghazali Shafie. The address was on ''Current Developments in Big Power Politics and Opportunities for South East Asia''. It is an interesting speech which includes a mention of the British/China e talks on Hong Kong (paras 28-30). The Malaysian High Commission have asked that the text be brought to the attention of Sir Geoff.ey Howe.

2. We feel that the best way to comply with the High Commission's request would be to include a copy of the text in the Malaysia · briefing for the UK delegation to CHOGM. You agreed that it might be taken with other material by Mr Goldsmith when he traves New Delhi.
