Magosaki, Director of the Analysis Division, briefed me on a conversation between a member of the Japanese Embassy in Feking and an (unnamed) senior PRC journalist who claimed to be informed on the UK- China negotiations on Hong Kong.

The journalist said that, in comparison with the 4th round of negotiations, the 5th round had been productive, with some progress The British Ambassador had achieved and a good atmosphere created. handed over a letter from the Prime Minister which had contained some concessions on the question of the control of Hong Kong's Government, the point which had caused problems during the previous round of nego- tiations. But the British still had not agreed fully to relinquish their control of Hong Kong and had suggested devices such as a British

The Chinese had said that the former Vice Governor or "consultant". would be unacceptable, but that the latter formula contained possib- ilities. As for future negotiations, the British were clinging to a demand for some role in Hong Kong's Government, but as a result of the progress made in the last round, there was now a suitable framework for further negotiations.
