2. He is on leave at present but Mr Raven in NAD has agreed that our brief on the future of Hong Kong will be delayed until the evening of Friday 9 December. This will not give us much time to put together a brief assessment of the talks on 7/8 December but it should be possible. I have sent a telegram today to Ottawa, asking them to let us know if they have spoken or planned to speak soon to Senior Officials on the basis of our telno 383. When we get a reply would you please put a brief together leaving a gap in respect of the talks on 7/8 December.
