In connection with your forthcoming briefing of State Department officials on Hong Kong's future, you may like to glance again at the attached record of Mr Luce's discussion with Mr Wolfowitz in Washington on 26 October. This was the last high level briefing given by us to the Americans, although by the time of your visit the Embassay may have used the material in our telno 1995 of 25 November (copy attached).

You may like to know also that Ms Sutter, Counsellor in the US Embassy here, who keeps in touch with the Department on a regular basis, was given general briefings by Mr Morris on 25 October and 17 November.

3. On a less official note, the Governor saw Dr Kissinger in Hong Kong on 28 October and Cyrus Vance on 31 October, for brief discussions on Hong Kong.

4. Finally, an article published in ''Wen Wei Po'' on 14 November, mentions on page 3/4 a recent meeting in Hong Kong between Qian Junrui, a CPPCC Standing Committee Member, and the US Consul General, Mr Levin. A copy is attached, together with a covering minute.
