FUTURE OF HONG KONG : ASIA EXPERTS WORKING GROUP MEETING

1. I had a call today from Adam Thomson, Second Secretary Chancery at UKDEL NATO. There is an Asia Experts Working Group meeting on 16 November in Brussels and he wanted to know if the British representative (on this occasion from UKDEL NATO,not from London) could draw on the basic background note on the future of Hong Kong which I sent to UKDEL NATO a couple of weeks ago.

2. I said that it should only be drawn on if the subject was raised by others at the meeting and, if used, it should be adhered to closely. I mentioned M. Thorn's recent exploits following his visit to Peking. As a result some of the Europeans at the meeting in Brussels might be rather better- informed than in the past, although this situation was not of our making! This was all the more reason for our representative to keep strictly to the line provided and not to be drawn further. I pointed out that it was of course too soon for any comment whatsoever to be made on the round of talks currently taking place, although I said that there would probably be an announcement to the effect that a further session would take place, perhaps in December. I asked Mr Thomson to let us know if anything of any interest came up on Hong Kong at the meeting.
