CHOGM POSSIBLE BILATERAL MEETING WITH MR HAWKE

1. Sir Victor Garland, the Australian High Commissioner, called on Lady Young as arranged yesterday afternoon to stress the impor- tance Mr Hawke attached to discussion in depth with the Prime Minister. Mr Hawke very much hoped that this meeting could take place before the CHOGM sessions get under way as he wanted to go over the ground on disarmament issues before speaking on this subject. (The Commonwealth Secretary General has invited Mr Hawke to make a "robust intervention" on disarmament during the conference discussion of this item.) Sir Victor Garland said he was instructed to ask whether a working breakfast on Wednesday 23 November would be a possibility.

Lady Young confirmed that the Prime Minister was equally anxious for a full discussion with Mr Hawke and had suggested that this might take place at the weekend retreat at Goa. In view of the importance Mr Hawke attached to an early meeting it was however agreed that a further look at the Prime Minister's programme was required. Sir Victor Garland undertook to ascertain from Canberra if it would after all be possible for Mr Hawke to arriv e

in Delhi in time to accept the Prime Minister's invitation to lunch on Tuesday 22 November. In the meantime we need to seek the Prime Minister's views on the possibility of a breakfast meeting with Mr Hawke at 0800 hours on Wednesday 23 November, rather than at the suggested in your letter of 25 October to Mr Coles.
