For the confidence that businessmen worldwide share in Hong Kong to be maintained, it is essential that the present legal system be continued. This English system, based on countless past precedents reaching far back into history, guarantees the fundamental freedoms: personal liberty, free speech etc. Property is protected. The law is enforced through an independent judiciary. Private individuals involved in litigation can be sure that the Hong Kong lawyers will defend their interests, and legal aid is available for those in need. Ultimate appeal from the Courts of Hong Kong lies to the Privy Council, in England.

English mercantile law is familiar to all who engage in international trade. It has, over a long period of time, been tried, trusted and accepted and has been very important in Hong Kor coming to be the third largest financial centre in the world which it is today. The Governor, acting with the advice of the Legislative Council, also has the power to make laws adapted to the special needs of Hong Kong. The predictability and consistency of all these laws has inspired businessmen worldwide with the knowledg that all of their dealings in Hong Kong will be protected.
