LORD COCKFIELD'S VISIT TO CHINA: BRIEFING

1. The Chancellor of the Duchy of Lancaster, Lord Cockfield, is paying an official visit to China from 19-27 November, will be accompanied by Lady Cockfield and his Private Secretary. A copy of the draft programme is attached.

2. Mr Luce will brief Lord Cockfield personally (his Private Secretary is arranging an appointment.) But we gather that Lord Cockfield would also appreciate oral briefing by officials on China's internal scene and external relations, and the current state of negotiations on Hong Kong, to supplement our written briefing. Would you be prepared to undertake this? I should be happy to arrange an appointment.
