I submit a draft telegram to Peking (up-graded to 'secret'), summarising the Hong Kong discussion.

I imagine Peking need this account to help them judge further what to say in bringing their local American colleagues up-to-date. (They should have received already a copy of the briefing we did for Mr Luce). If so, and the attached record reports the discussion fully, Peking may be rather disappointed as I think we are. The Minister did not make mention the more detailed points which we had hoped he would.
