Following my circular minute of 5 October calling for comments on a draft list of briefs for CHOGM, the Cabinet Office have now called for briefs as in Annex A. We have indicated in manuscript on the Cabinet Office list those lead and consulting departments which were identified from the responses to my circular minute.

You will recall originally we intended that there should be four categories of brief. But we have simplified the list in order to make the briefs more manageable for ministers and there will now be three categories:-

In preparing the briefs the following points should be noted:-

(a) prepared ministerial statements should take the form of speeches lasting about ten minutes;

(b) departments should be particularly careful to ensure that they take account as necessary of the relevant Commonwealth Secretariat conference papers. These documents were listed in the paper headed "Draft Agenda: Documentation" that was enclosed with the Commonwealth Secretariat's circular latter of 29 September (attached to my circular minute of 5 October). These are being issued to interested Departments as they are received from the Secretariat. I attach a copy of the Secretary-General's 1983 Report (one of the documents listed) which contains material relevant to most of the agenda items.

(c) geographical departments will need to consult the Department of Trade and Industry, the Ministry of Defence and the Department of Energy about commercial opportunities and energy issues which should be covered in country briefs. These briefs should have the appropriate Country Assessment Paper attached (see Circular Home 'B' 94/83). Some of these briefs concern more than one country; in the interests of clarity "Points to Make" and "Background" in respect of each country covered in such composites should, as a general rule, be typed to follow on each other, starting a new page for each new country. The Cabinet Office have agreed this format;
