The Secretary of State is aware of the background to
the future of Hong Kong. The fifth round in the second
phase of Sino-British talks on this subject will take
place in Peking on 19/20 October.

The Prime Minister has agreed that we should keep the
New Zealanders generally up to date at a high level, as we
do in the case of the Australians and Canadians and, to a
greater extent, the Americans. Accordingly, Mr Whitney
briefed Mr Cooper and Mr Templeton (Deputy Secretary
