I attach a draft background brief in the prescribed format. As this is merely background I doubt if we need clear it with Mr Donald (see para 5 of minute under reference), even though the Secretary of State may draw on the material for his discussions with M.Cheysson. WED are content to leave this to our discretion.
3. We are working to a deadline of 12 noon tomorrow for the briefs in final form, ie produced by DRC after clearing the format in draft with Mr Armour/Mr Musgrave (para 3). We should also show Mr Thomson, FED.
4. I have told Mr Armour that we cannot produce 70 copies of the brief because we are constrained to restrict knowledge of this sensitive subject. He will let me know the minimum number of copies required.
