convince Kohl that we share his enthusiasm for a more

dynamic Community, this could encourage him to persuade

his colleagues that the present negotiations offer

unique opportunity for a new departure. We need to

impress on him that the long-term consequences for the

Community of failure to come to grips with the CAP

expenditure would be extremely serious. Kohl's recent

visit to Japan will no doubt prompt discussion of

EC/Japan relations, and the prospects for encouraging

high technology industries in Europe. (See separate

Community Steering Brief.)

Other International Issues

9. We need to seek continued German support over the

Falklands. We must ensure that they again abstain on the

Argentine resolution in the UNGA. We should also try to

persuade them not to conclude new contracts to sell

sensitive weaponry to Argentina. Kohl has so far stood

by his undertaking given to the Prime Minister in April

to prevent the export of certain torpedoes for the

TRI 700 submarine. It is important that the Germans do

not sign the Law of the Sea Convention, as this would

encourage other EC non-signatories to follow suit. Both

sides will wish to discuss the situation in the Gulf in

the wake of the French delivery of Super Etendards to

Iraq. The Middle East and the Lebanon are certain to be

discussed at some length: Chancellor Kohl's (October)

visit to Jordan, Egypt and Saudi Arabia will be fresh in

his memory.
