Mr Munoz-Seca, First Secretary in the Spanish Embassy, came to see me on 14 October for a briefing on Hong Kong. I gave him some of the historical background and took him through the developments since the Prime Minister's visit, drawing on our public position. We had some discussion on the Chinese plan as revealed in their propaganda and why it was not satisfactory to many people in Hong Kong.

Dr Munoz-Seca did not press me on the content of the talks or indeed on the question of acceptability of proposals to the people of Hong Kong. He did not mention Gibraltar or try to make any analogy except that at the end he said that the Spanish Foreign Minister would be visiting Peking at the end of this month and it would be interesting to see what line the Chinese took with him, in particular because of the existence of the Gibraltar problem.
