1. Mr Coles wrote to Mr Holmes on 21 October asking for a draft

reply from the Prime Minister to a message from Mr Trudeau.

letter of 21 October to the Prime Minister.

2. I submit:

(a) a draft Private Secretary letter to Mr Coles covering;

(b) a draft reply from Mrs Thatcher to Mr Trudeau.

The first paragraph of the suggested reply has been supplied by
