I attach a draft covering) minute from you:

a) Defensive 'Points to Make' and

b) 'Essential Facts'.

These follow in all but the necessary changes to 'Essential Facts', Sir J Bullard's briefing for his visit to India and Pakistan in October.

3. Whilst in Cyprus, Lady Young will have discussions with the Cypriat President and the Foreign Minister. She will also see Mr Denktash, but Hong Kong is unlikely to come up during that meeting. The Foreign Minister is the most likely to raise it.
