1. The PUS is fully aware of the background.

2. Mr Luce visited Hong Kong 24-28 September. Governor, EXCO

Unofficials and Ambassador in London 6-8 October.

The French have so far shown no particular interest in

developments over the future of Hong Kong. On the Prime Minister's

authority we keep the Americans fully in the picture and,

to a

slightly lesser extent, the Australians, Canadians and New

Zealanders. The PUS will therefore not wish to enter into detailed

discussion with the French of the content of our talks or of our

strategy.
