We have no interest in putting Hong Kong on the agenda for separate bilateral discussions between Foreign Ministers during the Anglo/French summit. There is very little that we either can say or want to say about our current negotiations with the Chinese. If the matter is raised on the French side, the brief which we are preparing for the Prime Minister will suffice. Secretary of State is fully aware of the background.
