Mr Luce visited Hong Kong 24-28 September. The Governor and the Unofficial Members of Hong Kong's Executive Council again visited London from 6-8 October for discussions with Ministers. HMA Peking was also present.

The Cypriots have not so far shown any interest in developments over the future of Hong Kong and we do not keep them generally abreast of theek. On the Prime Minister's authority we keep only the Americans fully in the picture and, to a slightly lesser extent, the Australians, Canadians and New Zealanders. If the subject is raised, Lady Young should not therefore enter into detailed discussion of the content of our talks or of our strategy.
