6. I have, as you will see, kept Category D as short as possible, but suggestions for this category would be welcome.

Your help is required not only in scrutinising the list of briefs but also in checking the FCO/Whitehall responsibility we have assigned to each. If recipients are going to do this latter check effectively, they will need to look at all the briefs in every category.

8. This minute does not constitute a call for briefs. That will follow when the Cabinet Office have approved the list. It is probable that when we do issue a call notice it will have a deadline of 6 p.m. Wednesday 2 November for the return of the bulk of briefs and 6 p.m. on Wednesday 9 November for the return of briefs on "fast moving subjects".

briefing you will be asked to provide: you will note that one enclosure to Mr Ramphal's present letter lists the

Commonwealth Secretariat documentation relevant to each item which will be important when you begin to draft. We will be circulating this documentation as it arrives.
