Belize

13. The Canadians disappointingly declined to become

involved with military training assistance on the ground

in Belize. The Prime Minister will wish to bring Mr

Trudeau up to date on our latest intentions with regard

to the garrison (though not in detail in advance of her

meeting with President Reagan) and encourage the

Canadians to play a more active role along with Britain

and the United States in searching for ways of

guaranteeing Belize's continued independence and

security.

Central America

14. The Canadian Government takes a critical view of

the Reagan Administration's policies in Central America.

There may be an opportunity to explain the British view

and that of our Community partners and to urge the

Canadians to avoid openly taking positions which damage

Western interests generally.
