BRIEFING FOR SECRETARY OF STATE'S VISIT TO THE GENERAL ASSEMBLY: FUTURE OF HONG KONG

I attach:

(a) 'Points to Make' in draft and

(b) 'Essential Facts' in final form.

I have not included detailed 'Points to Make' for use with the Americans, Canadians, Australians or New Zealanders. We do not wish to detract from the value of either the Prime Minister's high level talks in North. America (25-30 September) or of Mr Whitney's visit to New Zealand and Australia (26 September-11 October). Hong Kong is expected to come

up during all three visits, for which detailed and up-to-date briefs have been prepared.

As you may know, the second phase of our talks with the Chinese Government on the future of Hong Kong will resume in Peking on 22/23 September. In addition, Mr Luce will be visiting Hong Kong from 24-28 September. We may need to update our briefing material nearer the time to take account of any significant developments arising from these events.

I am submitting material separately, through SPD, for the Secretary of State's bilateral meeting with Mr Hayden, the Australian Foreign Minister.
