Over lunch, at our planning talks with the Canadians on 12 September, we were told the following in connection with the shooting down of the Korean airline.

2. The Chinese Chargé d'Affaires in Ottawa had been summoned to the Department of External Affairs with the aim of trying to persuade them to take tough action. The response had made it clear that the Chinese did not intend to do this. The Chargé d'Affaires had however said that they deplored the shooting down ''because it affected the Chinese People's Republic, Taiwan and Hong Kong''.

3. Our interlocutor, Peter Hancock, was speaking from memory and this account of the formulation used may not be absolutely correct. It of course stops short of directly claiming jurisdiction over Hong Kong, Equally, the reason that Peter Hancock reported the matter to us was because he evidently considered that the Chinese Chargé appeared to be arrogating to his government a locus standi in matters affecting Hong Kong.

The Chinese may be doing this in other places. might feel it worth asking the Canadians whether they can confirm that this was the language used and whether it was said in a manner which suggested that it was meant to be noted.
