VISIT BY PORTUGUESE FOREIGN MINISTER, 21-22 SEPTEMBER, 1983

1. I submit three copies of a brief for the Secretary of State's

talks with the Portuguese Foreign Minister. I understand that you will make arrangements for copies to go to the Secretary of State in Brussels in the bag closing at 5.30pm today.

2.

A draft speech for use at the lunch on 22 September, and a brief for Dr Gama's call on the Prime Minister, will be submitted separately.

3. Dr Gama is due to have an hour's talks with Lady Young before his meeting with the Secretary of State. We envisage that these

should cover bilateral relations, EC accession and NATO.

4. Dr Hall Themido, Secretary General, will also be calling

separately on the PUS. We have agreed with the Portuguese that these talks should cover EC accession, Southern Africa, NATO and

bilateral relations.
