Your minute of 13 September refers.

2. Neither we nor FED think there is anything new or particularly sinister in the Chinese Charge in Ottawa lumping together China, Taiwan and Hong Kong. The Chinese have long regarded the Hong Kong Chinese as compatriots and frequently make their view clear, on this. At the same time they do not interfere, and in the KAL case are not interfering, in any claim we may make on behalf of Hong Kong or the people there.

3. We shall be discussing Hong Kong with Mr Anderson of the Canadian High Commission next week, and will ask him about this. But I doubt very much if there is anything significant in it.
