In view of Mr Whitney's imminent departure, I thought you would wish to have the attached extract from "The Age" of 16 September which is evidently based on an interview given to The Age by an Assistant Chinese Foreign Minister, Zhou Nan. Zhou Nan's remarks were presumably aimed at an Australian audience and will of course have been read in the DFA.
