(a) an unclassified background brief for the UK delegation; (b) a confidential' Line to Take' for Mr Whitney's use only.

3. Bearing in mind the purpose of the CPAAC and the composition of participating delegations, I think the unclassified background brief will be adequate also for Mr Whitney's needs.

Subject to any comments/amendments that you may have I propose to send the briefing material to CCD in the prescribed format under a covering minute from me. I shall explain that we will need to update the material to take account of developments between now and 23 October.
