Handling the Meeting
13. At their first tête-à-tête, on the evening of 20
October, the Prime Minister may wish to establish common
ground on East/West relations, INF and British and French
nuclear forces. She could also ask about progress in the
the Franco-German security dialogue. She could then move
on to the inter-national economy.
Transatlantic
relations will inevitably come up in both the security
and economic context. The Prime Minister will wish to
discuss how best to contain the various areas of
potential conflict which could damage Europe's relations
with the US. Chad could perhaps be raised over dinner.
14. At their second tête-à-tête, the Prime Minister
could concentrate on the Community, impressing on the
President that our firm objective of seeking financial
equity must be seen against the UK's positive approach to
the future development of the Community. Foreign
Ministers could join the Prime Minister and Mitterrand
for further discussion of Community issues, and bilateral
issues. It will be particulary important to ensure that
M. Cheysson hears the Prime Minister's views on the
Community (he will be playing a crucial role in the
French Presidency, January-June 1984) and on the
Falklands and arms slaes to Argentina (he has been
noticeably less receptive to our arguments than the
President). It would be appropriate to conclude with
bilateral relations, reviewing the closer contacts
exercise, and the prospects for industrial co-operation
in major fields, in particular fast breeder
