ANGLO/FRENCH SUMMIT: BILATERAL DISCUSSIONS BETWEEN SIR GEOFFREY HOWE AND M. CHEYSSON
1. During the course of the Anglo/French Summit on 20-21 October, Sir Geoffrey Howe and M. Cheysson will hold separate bilateral talks. We need to consider the agenda and what additional briefing might be required.
2. Agenda. I should be grateful for departments'
comments on
the proposals below. It would be particularly helpful if departments could say which items we want on the agenda and which would merely require a defensive or background brief. The Secretary of State obviously cannot hope to cover even half the topics suggested:
a) Community Issues (ECD(I) and ECD (E) to say which)
b) Arms Control and Disarmament
c) Arab/Israel and Lebanon
d) Iran/Iraq
e) Falklands/Argentina
f) Chad
g) Namibia

3. Briefing. I assume that the Secretary of State will require little additional briefing on Items a) - i) and p), as these will be covered in the general briefing exercise for the Summit, on which I have minuted separately. However, I should be grateful if Departments could say where they believe additional Points to Make for the Secretary of State would be useful. Items j) - o) would require fulter, more traditional briefing.
