PRIME MINISTER'S VISIT TO NORTH AMERICA: 25-30 SEPTEMBER 1983

The Prime Minister will visit Ottawa on 26 September for talks with Prime Minister Trudeau and other members of the Canadian government. She will go to Toronto on

27 September and then briefly to Edmonton before travelling to Washington on 28 September. She will hold talks with President Reagan and other senior members of the Administration and representatives of Congress on 29 September. She will also give interviews to press and TV at various points on her travels.
2. The Cabinet Office briefing procedure for major bilateral summits will be used. The first step will be for the PUS to write to Sir R Armstrong, copied to other Permanent Secretaries, giving an indication of the objectives of both sides and a suggested list of briefs (which the Cabinet Office will then commission around Whitehall). It seems likely that in most cases separate briefs on the same subjects will be required for use with the Canadians and Americans since the objectives, emphasis and points to make are likely to be different.
3. Following preliminary consultations with Ottawa and Washington, I attach separate draft lists of briefs for the visits to Canada and the US on which I should welcome comments and suggestions for additions or, (preferably, deletions.

We agenda for the Prime Minister's various rounds of talks. shall wish to talk further to the Americans and Canadians with a view to identifying in advance the subjects which both sides will wish to raise. In preparation for this, it would be helpful if Departments could indicate whether they would wish their subjects to be raised by the Prime Minister or can be regarded as defensive.
