PRIME MINISTER'S VISIT TO CANADA AND THE UNITED STATES: 25-30 SEPTEMBER 1983

Para 5 of Mr MacLennan's minute of 5 September refers. I am sending this reply personally to you in view of the content of para 3 below.

The following is a resume of the defensive briefing material that we are providing for the Prime Minister's use with the Americans on the future of Hong Kong:

"To remind the Americans, if this subject is raised, that we are keeping them regularly informed at a high level about our talks with the Chinese Government on the future of Hong Kong."

3. As for the material for use with the Canadians, you will have seen our submission of 5 September.

This, inter alia,

seeks the Prime Minister's authority to bring the Canadians more fully into the picture on this subject. Depending on the decision the Prime Minister reaches, the main point of our briefing will be either:

"To brief the Canadians at a high level and more fully than hitherto about our talks with the Chinese Government on the future of Hong Kong.'

or:

"To brief the Canadians in general terms about our talks with the Chinese Government on the future of Hong Kong."
